Express Entry 2026 Update: What Work Permit Holders Need
Updated: 3 days ago
Canada has announced new Express Entry points for high-wage occupations, effective November 3, 2026. The three tiers concern the typical wages of an occupation, not simply your own salary. Holding a work permit does not itself qualify you for permanent residence. For workers considering further education, the right question is not “Which course gets me PR?” but “What does my existing experience qualify me for, and would further study have genuine educational value?” IRCC announcement.
Checked October 19, 2026. These announced changes are not yet in effect. This guide is general educational information, not individual immigration or legal advice.

What changes on November 3
A new comparison, not an automatic invitation
IRCC will introduce a Labor Market Integration factor. It compares Canadian work-experience points, including any qualifying high-wage bonus, with points for a qualifying job offer. The higher result applies; the two alternatives are not added together. Other eligibility requirements still matter. An increased score is not a promise of an invitation or permanent residence. IRCC backgrounder.
Preparation before the change
Check your profile against your actual duties, employment dates and supporting records. IRCC says recalculation may take up to two weeks, with invitation rounds paused during that transition. Follow its current implementation instructions rather than assuming an old calculator already reflects the new factor. Implementation guidance.
How the three wage tiers work
Look up the occupation, not your pay cheque
IRCC uses occupational median wages relative to the national median, using 2023–2025 data and the highest applicable tier within that period. Its published list, rather than a salary negotiation or job title alone, is the starting point. Check the correct National Occupational Classification code against actual duties. Official high-wage occupation list.
The tiers are at least twice the national median; at least 1.5 times but below twice; and at least 1.3 times but below 1.5 times. The announced experience bonuses are respectively 70, 40 and 20 points. Qualifying job-offer points are respectively 100, 70 and 50. These are different calculations, not interchangeable rewards. The experience bonus requires at least 12 months of qualifying Canadian work in eligible high-wage occupations, subject to IRCC’s counting rules. IRCC points explanation.
Hypothetical example: two people doing the same correctly classified occupation do not move into different tiers simply because one earns more. If an eligible applicant’s calculated experience factor is 110 and their qualifying offer earns 100, the factor is 110, not 210. This illustrates the comparison, not an assessment of anyone’s eligibility.
Check the route you already have
Eligibility comes before score optimization
For the Canadian Experience Class, IRCC requires qualifying paid, authorized Canadian skilled work in TEER 0–3, generally at least one year within the preceding three years, plus the other requirements. Experience gained during full-time study ordinarily does not count; self-employment has specific restrictions and exceptions. A job title that sounds senior cannot replace evidence of the duties performed. Canadian Experience Class requirements.
Build a short evidence checklist: permit conditions and expiry, job duties, employment dates, hours, language results and education records. Keep program eligibility, CRS ranking and temporary status as three separate questions. If one is unclear, obtain advice from an appropriately authorized immigration professional before changing your plans.
When further study makes sense
Start with an education case, not a rescue promise
Further study may be worth considering when it addresses a real skills gap or supports a credible career change. Compare curriculum, admission requirements, total costs and the value of the qualification independently of immigration hopes. Do not enrol merely because a headline suggests that workers outside a wage tier must become students.
A study permit has its own requirements, including a designated learning institution, financial evidence and applicable admissibility conditions. PGWP eligibility is separate and can depend on the institution, program, application timing, language and field-of-study rules. Check these before paying a deposit. Financial evidence must cover tuition, living expenses and travel without relying on Canadian work; longer programs also need a credible funding plan. IRCC financial requirements. IRCC study eligibility.
Watch and listen together...
Protect status and work authorization
A study application is not a work-permit extension
If a worker applies for a study permit, IRCC says they must stop working when the original work permit expires; they cannot simply continue working while waiting for the new permit. Do not confuse permission to remain with permission to work or study. Seek timely, case-specific advice before expiry. IRCC maintained-status explanation.
A PAL/TAL is usually required for a study-permit application, with defined exceptions. For example, degree-granting master's and doctoral programs at public DLIs have an exemption starting January 1, 2026. That exemption does not waive the other study-permit requirements. PAL/TAL rules.
A practical Radsam next step
Separate education planning from immigration advice
Radsam's role here is education planning, not a promise to secure permanent residence. Prepare a one-page comparison of a genuine study option against continuing your current career: learning objective, admission readiness, cost, timetable and questions requiring regulated advice. A sensible outcome may be further study, more preparation, or no enrolment now.
Start with the Canadian program-selection checklist to compare educational fit before committing to tuition. Do not post permit documents, passport details or personal case histories in public comments. Immigration eligibility and representation should be handled by an appropriately authorized professional, not inferred from an education brand.

7. Frequently Asked Questions
Are the new points already effective?
No. The announced effective date is November 3, 2026; this article was checked on October 19.
Does my personal salary decide the tier?
No. Check IRCC's occupation-based list and the NOC that matches your duties.
Can I add job-offer points to the experience factor?
No. IRCC compares the two alternatives and uses the higher result.
Does a work permit guarantee Express Entry eligibility?
No. Your program requirements, evidence and admissibility must still be assessed.
Must I study if my occupation is outside the list?
No. Absence from the list is not a requirement to enroll or proof that every PR route is closed.
Will studying guarantee another PGWP or PR?
No. IRCC states that someone who already received a PGWP is not eligible for another. Further study does not reset that entitlement or guarantee PR. Official PGWP eligibility.
What should I check before paying tuition?
Confirm educational fit, full costs, institution and program eligibility, permit requirements and the consequences for your existing work authorization.
