D. The Francophone Mobility Program

  • The Scenario: You speak French at a CLB 5 level or higher and find an employer outside of Quebec.

  • Example: "Alex has a PGWP in Marketing. He takes the TEF exam and scores CLB 7. He can now get an LMIA-exempt work permit under the Francophone stream, which is a major priority for IRCC in 2026."

No. An LMIA-based permit is "closed," meaning you can only work for the employer who sponsored you.

5. Can I stay in Canada if my PGWP expires and I’m in the Express Entry pool?

 You can stay as a visitor, but you cannot work unless you have received an AOR for a submitted PR application and applied for a BOWP.
